Joel Gould is a policy expert with master's degrees in both economics and chemistry. His chemistry master's research studied the impact of biogenic, short-lived hydrocarbons on climate while his economics master's research applied causal inference techniques to examine the impact of EU R&D policy on national innovation performance.

Before joining BeZero, Joel was Head of R&D Investment Strategy at the UK's Department for Science, Innovation & Technology. He has experience across a range of policy areas in UK Government including science & innovation, economic shocks and air quality.
